It generally is caused by a failure of one of the following IC1 (CD4013) IC2 (CD4556) IC3 (CD4011) Easy fix if you do service work otherwise take it to someone

Very odd the MIDI THRU not working, there s only 1 inverter between MIDI IN and THRU so it s strange for none of them to work. Is MIDI IN working ok?
