Arp Latch SysEx String

I have a string setup to turn the preset arp latch on/off. For some reason it doesn't seem to work! Here is the string: F0h 18h 0Fh 00 55h 01h 02h 0Eh 08h 00 00 F7h first '00' is my device ID = 0 "0Eh 08h" preset arp latch (p.73) "00 00" turn arp latch 'off' When I send it, it doesn't seem to do anthing.
