For your first question, you can set the effects to be controlled 
in"Multimode" in the MIDI menu, then set all EFX Sends Amounts to 0 
(Global Menu) for the track you're using.  Viola, no reverb.  Regarding 
the pads, there's no way to turn them off globally.

dose anybody know if there is a way to shut of the verb that is 
already on all the presets straight out of the box? this can be 
annoying when recording. in most recording apps. the sound is 
recorded dry then effects are added, right? this verb that they put 
on fills up the mix with unwanted stuff. and one more thing, when 
recording with the pads, i sometimes have a hard time getting a level 
consistant pattern out because of the velocity sensitive pads. is 
there a way to shut these things off like in a global type of way so 
it will affect all of the sounds in all banks??? thanx
