Correct, you need an Ultra and the $200-300 flash ROM. As far as sample CDs, you can probably buy them from E-Mu. Note, however, that most of the interesting parts of the sounds of the ROMplers comes from the presets, not the samples. The filters, patchcords, modulation, etc makes the box sound the way it does.
You should check out the ProteusX or EmulatorX soft-synths and sample libraries - they'll have the preset goodness that the modules have.
