The Doepfer Regelwerk can do what you want. All it needs is for the XX7 to send out the controller values. The Regelwek tracks the controller values then updates the corresponding fader on the Regelwerk and won't output any cc changes until you move the fader through that value. Obviously, if you change the 'multisetup' on the Regelwerk, it forgets all previous tracked values and you're back to square one.
