Each time you press it, it will cycle to the next function:
Quick Edit - Program - Volume - Pan

Volume, Pan and Quick Edit become obvious very quickly, as they 
control INTERNAL Command-Station stuff. The "Program" function simply 
uses the 16 knobs to send MIDI Control Info to external devices.

I use it for controlling filters in Reason, and sometime for 
controlling external volumes.

It's one of the coolest, and least understood features of the Command 
Stations and Emu Keyboards.
