1) What happens to 15 and 16?

There are exactly the number of pins needed on that end. The other two pins are typically for backlight, which OLED doesn't use / need.

2) Is 3 the invertor?

OLED has no viewing angle adjust, therefore needs no angle POT for adjustment - that is what pin 3 is for.

3) do you need to solder each pin to the board?

In a rack, yes, in keyboard no. ON the display side, all pins get soldered.

1) How do you drill holes without compromising the tracks?

You may have to - I haven't had to do this, but in that case, you take kynar / wire-wrap wire and connect two points if it's necessary.
