Also, assuming you disconnected the internal hard drive, correct? as otherwise you would have two scsi device at ID 0.
Termination- do you have an ACTIVE terminator? I would not recommend when using it as external drive to use the onboard PASSIVE termination circuit.
If you have it in a case, verify the external terminator clearly says ACTIVE.
This provides better termination- often they have a light on them to indicate they are working properly.
