you need to turn on midi reception every time you power on the sds9. you can turn on midi by pressing mode twice to put the sds9 in midi mode , then press yes

Looks like a voltage regulator to me. The cards only get +/-15V (according to the schematic) but some of the digital stuff needs +5V. Could be merely an 7805.
