Epson 1400 MIS refillable cartridges and B&W inks

I have the above and a totally clogged black ink cartridge. The others test 100%.
Any suggestions? Any experience with defective cartridges? I haven't tried gasoline and a fire hose yet, but that's next.
I should say, I bought, filled w/B&W inks and installed these cartridges in a refurbished 1400 (yes, I tested it with the color inks first) last year and after playing for a while, let it sit for quite a few months. Have time to get back to it now and because of the blocked cartridge, can't do a thing.

Not wanting to be pedantic, but I can't see any realistic way for a
cartridge to become blocked - the feed hole and vent holes are large (don't
be offended, but you don't have the cartridge vent hole sealed, right?).
You've likely got crusted-over nozzles or blocked feed tubes. These have to
be worked very differently than replacing what I would think of as a
blocked cartridge.

I've found that if I go for more than a week or so without printing
something in my 1400, I have to run 3+ cleaning cycles to get a good nozzle
test print. While I haven't ever had serious clogging in my 1400, I did
spend considerable time cleaning up a 2200; it involved swabbing the nipple
to which the ink cartridge connects with a cleaning solution (I used Jon
Cone's version, which I like) and carefully feeding cleaning
solution-soaked paper towels under the print head. This last thing is risky
in terms of outright nozzle damage, leaving lint, etc.

Thanks for responding Pete.
To be more clear. The printer worked fine will all B&W inks when I used it
last year, so, no the vent hole isn't blocked.

I have run at least 5 cleaning cycles, swabbed the nipples, paper toweled
the print head. Everything but the previously mentioned fire hose and
gasoline.

I've kept my vent plugs for this reason.

What do the nozzle checks look like? Totally missing black? One other
assumption to check is that the cartridge is reporting that it's got ink in
it. Embarassingly, I've gone through a lot of cleaning cycles with an
auto-resettable cartridge that was reporting itself as empty. When I
recently bought a new set of cartridges, I chose to get a resetter and
manually reset each cartridge as I filled it. It's perhaps a bit more work,
but my results are more predictable.

When I get clogs, I'll usually run 2-3 cleaning/nozzle check cycles (these
are initiated from the computer's Epson utility), then leave it overnight.
Then I'll do a couple more cycles and things are generally back to working.
Sometimes I have to pull cartridges out and force a deeper cleaning cycle
(this is automatically started by the printer when some threshold of
cartridge change is detected - it's hard to predict).

Five 100% perfect inks. One 100% absent black ink.
Already let it sit overnight. Nuttin'.
Already checked ink level. Plenty. Topped it off anyway. Nuttin'.

I don't really know completely what effect this has, but I turn off my Status Monitor and just top-off my cartridges without removing them and don't seem to have a problem with letting the printer sit for weeks at a time.  Occasionally I need to run three cleaning cycles if the test pattern shows any gaps.  And sometimes even if the test pattern shows a few gaps, the printer frequently still prints fine. Go figure!

I just spent the last three days resurrecting a 1400 with UT-14 that  
has been sitting unplugged on a shelf in my studio since March of  
2011. It's been a little stubborn but I finally have a beautiful  
nozzle check pattern. I filled a syringe with plain original formula  
Windex and hosed the capping station. I did this several times over a  
30 hour period and could slowly see progress after multiple cleaning  
cycles and nozzle checks. I finally folded a paper towel to four  
thicknesses and cut out a little rectangle just slightly larger than  
the gasket on the capping station and doused the paper towel pad with  
windex and gently laid it flat over the capping station. Then I  
patted it down flat very carefully and brought the carriage home to  
park and let it sit whilst I was at work today. When I came home  
tonight I had them all fully back except for magenta position was  
completely missing. I drew about a cc of ink through the bottom of  
the cart to make sure I had ink coming to the head. I ran a cleaning  
cycle and then got a perfect pattern on the nozzle check. I noticed  
that the glop was toning because of some back wicking from all the  
windex gunk in the capping station so I dabbed the capping station  
sponge dry with paper towel and ran another cleaning cycle and all is  
well in paradise tonight.
