Program changes on external gear

After a lot of head scratching, I still can't figure out how to get my baby to create Program change messages to control external gear. Does this information have to be created in a sequencer, and shipped in? Does it have to sit in a track? Does this mean it would get transmited each loop? Would it also not be transmitted if the track is muted? Thanks! Jonathan
