just wondering, has there ever been any interest or talk about an emulator II sound set or rom or whatever
for the command stations ?

Since you ask, I am wondering if the Emulator II waveforms have been included in any of the existing Sound ROMS. If so, it might just be a matter of creating presets for them to approximate the Emulator II. 

Of course, if the waveforms can be loaded into an Ultra Sampler, they could be burned to a flash ROM.

Maybe someone here is familiar with the Emulator II samples and already has them in an *.e4b file.

I'll be honest, if they didn't get anywhere trying to get an OK to do factory sounds, I doubt anyone would fare any better getting an Emulator II Sound ROM for Command Stations and the P2K line off the ground.
 Thanks for asking, though. I enjoyed reading about the Emulator II sound set.
