I had a similar problem that was caused by corrosion from leaky capacitors in the power supply.  The electrolyte corroded the board just enough to cause the low C pad not to work.  I always recommend recapping or  replacing the power supply--I've seen a lot of bad ones, both in the Command Stations and the rackmount P2K family.

Thanks for posting the pix. I have a P2500, so the keypad pix are fascinating to me.  I see that epr electronics has the pcb with the keypad, but maybe they can shed some light on a possible repair. Also, maybe there's a schematic somewhere that has a part description and number. Good luck with the repairs. Please continue to share your results.
