Wondering if anyone can point me in the direction of which sysex command(s) sets the arp mode (P=Preset, M=Master, On, Off).

My roland dbeam sets it off unless I defeat it. I think its a cc.

CC, not sysex - "Controller 80 is hard-coded to the Arp Status parameter. 
0=Off, 1=On, 2=P (preset), 3=M (master)"

so it is written.
