I don't think it's possible to modulate the Master FX, but you can do the same thing more flexibly by assigning a certain channel specifically to FX. 

It's been covered before but it's still confusing. What I do:

1. In Global settings, enable FX, then go to FX MULTIMODE CONTOL and assign the preset on channel 16A as FX track (don't use the master FX).

2. Go to Track 16 (Press tap and ch16 button). Make an FX-only preset for this track (i.e no instrument layers) - just FX like reverb and distortion, in parallel config. I always reserve Track 16A for FX for ease of access from the front panel. 

3. Go to Edit Preset mode and navigate to the PRESET PATCH CHORDS (not the layer patchchords!) screen (press the Chords button twice). Here you can assign the send FX to knobs. There are 4 sends. that can be effected in different amounts. I assign knobs I-L as FXA amount for the 4 sends, and knobs O-P as FXB amounts for the 4 FXsends - I give a value of 50% (the FX are easily overdone). 

4. While still in preset edit - go to the FX screens and make sure all 4 sends are set to 0% for both FX processors A and B.

5. Now go back to global mode and in the MIX OUTPUT screen, assign each midi channel channel to one of the 4 sends. Usually I keep my kick on Ch1, so I set ch1 to to 'send1-main'. Snares on ch2 are routed to 'send2-main', hats on ch3 etc. You have only 4 sends to put all your channels through, so it's up to you what you want effected. To simulate Master FX just route all channels through send1 - but why would you want to do that now that you can apply different amounts of reverb to snare and hats?

6. Start your pattern and go to ch16. Start turning the knobs assigned in PRESET PATCHCHORDS and you will appreciate the additional control: You can now assign varying amounts of the two FX processors, in parallel, to the 4 sends. Since you now have a separate FX track, you can real-time record the knob movements in the sequencer to get nice FX movement. After recording you can mute and unmute ch16 to provide variation. Notice however, that muting the channel does not deactivate the FX, but rather stays at the knobs positions that were active at the moment you unmuted. Might be annoying to some, but it can sometimes give a pleasing unexpected sound overall, and if timed right can provide plenty of FX variation for a single track. 

By setting-up a few various FX presets, you can easily switch between them on the fly - just change the preset on ch16 an off you go!

This is a great explanation of a cool technique. I have used FX switching using FX Presets before and switching them with patch changes on a designated FX channel, but this adds a whole new dimension.
