My understanding is that for unknown reasons they are not going to post the World ROM but technically it is available. There is. It's called another XL-7... =)

You say you want a ROM breakout box for more E-MU ROMs? Look no furthur! I got the Planet Earth used (in mint condition) from a friend of mine and loved it so much I bought an XL-7 (getting rid of a Roland 307) Anyway, it didn't make any sense to me to have the World ROM in it's own box so I installed it in the XL-7. Now I've got a ROMless Planet Earth that I'm sure could be of use to someone, but just not to me at this time. I figured I'd keep it around in case I wanted to buy more ROMs, but with the 4 I have in the XL-7, the Roland XV-5050 and the Korg MS2000 I have, I think I've got all the sounds I could use for the next decade. Anyway, I've seen them going for $300 with ROM, and the ROMs are now $129, so like maybe $129 plus shipping? That way for $258 you've got a Planet Earth (or any of the recent E-MU ROM boxes) I'd also entertain a trade of music items of similar worth (I play guitar/keys and do a lot of Mac based DP4 recording) Software (max OSX only, MAS plugins are the best for me) or any interesting gadget.
