Everything is fine.  That's just the way Rob Papen broke them down.
Once you get to the other banks you should see a pattern like in bank
1 with organs and basses, bank 2 with kits and percussion and the
same for bank 3.  Bank 0 usually showcases a lot of categories to
begin with.

Look at the P2K documentation and you will see the same thing in some
of the banks and as a matter of fact, I have noticed that on mostly
all of my ROM's.
