That's correct if all those 32 notes are playing presets with instruments on all 4 layers. Any layer that has an instrument assigned will use a voice (even if you don't hear it, because you could turn the volume up in real time). Of course, if that layer doesn't have a sample assigned to that key (as in the case of some drum instruments which have "holes") or you play a note out of the Key Window, that won't use polyphony. Voice chorus (not the FxB chorus) uses double the voices too, so each layer with chorus on uses two voices.
