The Java SDK doesn't care about MIDI communication. You need to write your own native dll or look out for some 3rd party MIDI toolkit, which are available on the net (here's one for example: http://www.mcnabb.com/software/fantasia/). But they will probably use their own native dlls for this, so platform independancy depends on the support from the toolkit-supplier.
