I had this same problem a few weeks ago after
installing a SIMM.  I would check and make sure that
all cables and screws are in tight.  A loose cable
will definately cause the symptom where all the lights
are lit and nothing appears on the LCD.  If that does
not fix it try reseating all of the SIMMS that you
have installed.  That is what fixed my problem when I
had it.
