Yes, the Proteus Pop Collection (sounds from the P2500) would be perfect.
Note: it differs from the P2k's 'Composer' ROM by having only four banks of
presets (Composer = 8), however they're different with many taking advantage
of the arps/beats not natively present in the the P2k. The only similarity
between the P2k and P2500 ROMs is the raw instrument waveform list.

Hold a sec, you don't want the XL-1 ROM! It's the same waveform set as the
XL-7, and all the XL-1 presets are available to load into your XL-7 user
banks.

For synth/pad, the early incarnation of the TSCY ROM were a little
disappointing, but the recent version (or the old one with the downloadable
presets from Rob's site) have improved preset-wise to offer more variety and
usability. On the downside, too many of similar sounds (eg. kicks, and these
funny reverbed half snare/clap things taking up the majority of a bank).
Also, some of the cymbals appear a bit quiet. Otherwise, it's a good ROM,
better demonstrated with the recent patch additions, and a perfect
Construction Yard for concocting your own.

A bit short on time to write too much, but the ROM to make it into all my
productions is the World Expedition (sounds from the Planet Earth module)
ROM. Perfect percussion elements for tribal/progressive house and whatnot.
So perhaps my favourite, but you need to back it with other ROMs/synths for
the melody/bass/accompaniment.
