Check my FAQ in the files section aaron, there's a whole chapter on the
EFX sends and how to use them. BTW, you CAN use the knobs to affect how
much a track gets sent to an FX, even to crossfade between the two
effects. It's one of the Preset Patchcord, not the regular layer
patchcords. Aaron Epolitto posted a way to do this, but I can't find it
in the message archives to repost. Aaron?

Not quite (although this would make somewhat more sense than what
actually happens).
The effects setup (whether global or in a designated preset) sets the
effects for FXA and FXB, and also sets up four FX sends, each of which
has a send amount (percentage) for FXA and FXB. The individual presets
(more correctly, the layers) can choose which of these four send
channels to use.
