Tom, i also got my XL7 in the UK about a month before the P2000 ROM offer came out, so i emailed their customer services dept, and they said that the offer was only available in the US and that was because they create promos like this based on the market where they are offered.
They went on to say that a similar offer would be available in Europe in May or June (so i guess June now), but they said that because they care about their customers, such as me, and because the P2000 ROM is not available to buy normally, they were willing to offer me any one of their ROMs at 1/2 price as a kind of alternative.
So, if i were you i'd send them a mail...
