It sounds like you've have the Xl-7 set correctly (Controllers, last menu, move tempo to external). M2's advice was solid to check your MIDI input activity light to see if the Master is generating clocks. Lastly, make sure you have OS 1.01 is your Xl-7. OS 1.01 added Song Position Pointer.
