Well, yes and no.  If you have midi data already recorded, then just 
change to the Preset you want and resave the pattern.  If you want to load 
up a specific Preset on an unused track (to play live for instance), then 
you would need to do as you suggest and create "dummy data" in order for 
the pattern to call up that Preset correctly.  Or, you could just insert a 
PC message at the beginning of the Pattern.

So, if you want to change preset assignments you need to feed the pattern 
new track data; just record something on the track, even if it's just 
dummy data for you to go back and delete.  Gotcha.  Startin' to see the 
forest. Or the trees, whichever.
