While 1 customized set of drum pointers and setting might not have taken more than 127 * 4 bytes as a bare minimum kit, I can't imagine that they would have only had only one if they had any. That would have led to "why only 1?"
Since the drum map would probably have been part of the synth engine, most likely it would have been in both the CS and the P2K line. I suppose it could have been added just to the CS, though.
Of course, as pointed out, you can do a fair amount of customizing of drum kits as it--its just that you can't map individual samples to all 127 keys individually.
Also, maybe they felt that if someone wanted to have control of placing individual samples on individual keys, they would use a sampler.
For that reason, I am guessing they stuck with the ability to customize multisamples rather than samples approach. Just a guess.
