I took a look at this manual (http://www.acidlab.de/Technik/Bassline2_manual_english.pdf ). It seems simple enough: set the Bassline 2 switch to MIDI IN and the clock should be driven by the midi input clock. If the green midi led flashes on the XL-7, it is sending out midi clock. Do you need to press start on the XL-7 to put the Bassline 2 into gear? (I didn't see anything in the manual about that.) Do you have to press Start on the Bassline 2? I assume you tested all of the Bassline 2's modes--although pattern play and track play seem to be the most logical to try. As far as midi cables vs. sync cables, it should work with midi cables--that is, ones with only the midi data pins connected. "But when I connect the bassline to XL7 it just does nothing." Long shot: Are you doing this directly or using some sort of midi routing? (It sounds like direct, but I don't want to take anything for granted. From what you describe, it should work.
