Sure, you can start with an existing kit you like, and later use "Copy
layer" function to aggregate other kits into one preset.

If velocity switched multisamples are just part of a raw instrument,
then you cannot lose that feature. If the velocity switch is achieved
thru layering, then you can retain it, for the price of having one
layer less to use for remapping.
