It's because the knobs is not automaticly routed to cutoff, but it's routed thru the modulation matrix which can do lots of weird stuff... So it's not a problem with the filter. It's just how every preset is configured to respond to the cutoff knob. Make sure that the LFO isn't routed to cutoff, or other modulation sources, except the cutoff knob.
