Aha! I knew there had to be more to the question. I think I understand some of what you want to do. Correct me if I am wrong. You want to be able to:

(1) Play a progression (e.g., ||: C-E-G, C-F-A, C-E-G, B-D-G :||)
(2) Have your E-mu box arpegiate those notes (e.g., up)
(3) Move a controller (e.g., touchstrip) to modulate the progression in such a way that:
--(a) the modulation occurs in 1/2 steps as defined by equal temperment
--(b) the modulation is based on a certain scale (e.g., C major such that you have a I-ii-iii-IV-V-vi-vii/diminished pattern).

This is a good, challenging question. I do know that you can program key signatures into the tuning tables so that if a pattern arp is root-third-fifth, when you play C, you get a major arpeggiated triad (I), when you press D, you get a minor arpeggiated triad (ii), etc.

I don't know if that was discussed here or elsewhere, but if hasn't been discussed here and its something to want to do, all you need to do is create a tuning table so that the notes not in your scale are retuned to notes in your scale.

If I remember correctly, this trick will not work with Pitch Bend.

I haven't played with quantize much, but I am wondering if PB can be quantized to produce stepwise modulation if you are not really interested in forcing arps to a particular key signature.
