Of cours that only accounts for 4 ROM images, the other may be accessed by either a switch or possibly in the future the OS could be modified so that there would be a menu item that allows the user to select which image appears in any given slot. The SIMM has 4 footprints for FLASH devices and if Numonyx every release a 2Gb part then the SIMM could support 1GB of FLASH or 28 images.
