The best solution I have seen is (1) to designate an FX control channel and (2) to create FX presets. This has been desribed and discussed several times. In a nutshell: (1) set FX MULTIMODE CONTROL to something like preset on channel 16B. (2) create a preset with 0000: none for ROM INSTRUMENTS on all 4 layers, and your FX buses and parameters the way you want.
