Just found a User Guide for the MP128 MidiBuddy. If that's what you have, I understand Aaron's comment on the limitation (basically its useful for changes patches and sending out a sequencer command or two).

If I had it, here's how I would expand its usefulness with regard to any P2K based synth (beyond just switching patches).  I believe it was Aaron who made the suggestion here many years ago.

The basic concept is to dedicate a single channel as an FX control channel. Under Global/Master you can set the FX Multimode Control to a specific channel, say for example "preset on channel 16A." 

You then create FX presets, possibly with a prefix like !FX:. The ROM Instrument for all layers should be 0000:None. The preset will contain settings for FXA and FXB. The net result is that you can use your foot switcher (in this case on channel 16A) to select FX on your E-Mu. The effects will be global with the possibility of using the 4 send buses (% amount that goes to FXA/FXB). Remember, although the FX are global, you can use FXA and FXB independently by routing some sounds only through one or the other.
