Thanks Aaron i just took it up to my local music repair center the guy there has a emu rack to test the roms and says he thinks its a issue with the board he is supposed to call me later after checking it out. I highly doubt i wiped the rom chips i think i might have just knocked something loose when i opened it the unit has not been opened ever and the original owner used it live so i can imagine it might have been bumped around but it was in really good shape besides a few little scratches in the side. Lets all keep our fingers crossed for the fallen solider.

As far as testing stuff, make sure you're nice and grounded (you could wire yourself to the chassis). I'd check so see if all the internal ribbon cables are firmly connected, ensure the pins in the ROM slots aren't bent or touching (or have something in there), etc. You can clean the contacts on the ROM with a standard pink pencil eraser.
As far as the MIDI stuff, the MIDI test will fail if you don't loop a cable from in to out. Those diags were really not for the end user - they're more for manufacturing, so they aren't really user friendly. In any case, the MIDI test works by ensuring that data sent out the back comes back in the input unadulterated, thus requiring an external MIDI cable.

Subject: [xl7] Re: Hoping someone can help PLEASE no sound rom
Ok so i just got home from the music store and got a yamaha usb to
midi adaptor and it works fine i tried it with another item but now
the midi on the mp7 is not being recoginized so i cant even do the
update with e-loader. It is receiving midi in messages but not midi
out ( i think ) I tried the midi diag. and it says midi loop failed
and the mp7 does not show up anywhere. I also tried to just it as a
control surface and trigger sounds in battery but no luck there
either. I even took out the rams and cleaned the chasis with contact
cleaner carefully this morning them put them back and hoped it would
work. Any other suggestions before i send this off?
