Ok, here you go (this is all in the FAQ too BTW): 

HOW THE HELL DO I MAKE THOSE FX WORK?
What do those 4 sends in the Global FX menu refer to? 

>>>Inside the XL-7 there are only 2 effects processors, no matter what 
mode you're in Pattern, Song, Preset, they all use the exact same two 
effects processors.  To add more flexibility than just sending a track to 
an effect processor fully wet, you're given 4 sends to use for more 
options.  Here's the thing that confuses most people I wager, the sends 
(1-4) all feed both processor in series.  So, Send 1 goes to Effect A, 
then goes to Effect B.  Same with the other 3 sends, they feed Effect A, 
then go right to Effect B.  But each send lets you specify an amount for 
each effect, so that you can control if you want a send going to one 
effect, both, or neither.  With me so far?  For example, lets say your 
Effect A is set to a reverb, and your Effect B is a delay.  Now say you 
want track 3 to get only some reverb, but no delay.  You would set Effect 
A (Global menu BTW) amount on Send 1 to whatever value you feel 
appropriate, like 30%, but in the Effect B pages, you would make sure that 
it's send amount is 0 for Send 1.  That way, any tracks routed to Send 1 
(via Global Menu "Mix Output" page, use the cursor to highlight the 
channel number and scroll to change all tracks to what you want), will get 
30% reverb applied to them, but no delay.  Now let's say you want track 5 
to have a bit of delay, but no reverb.  You would need to use another send 
to make this happen, in this case we'll use Send 2.  In the Effect A 
pages, you would make sure that Send 2 amount was set to 0%, while Effect 
B amount was set to say 20% (or whatever value you want).  Now any tracks 
you route to Send 2 will get no reverb applied, but will get 20% delay 
applied.  You can send any tracks to any send BTW, you're not limited to 
just one track per send. <<< 
 
If I go to FX page in Preset edit, everything is blank, and tells me 
Master FX in Use. Then How do I send? 

>>>Probably the best way to use the Effects if you're creating patterns or 
songs, is to leave this set as is at Master FX.  In this situation, the 
effects types and settings are saved with each Pattern, not with each 
Preset.  You can find all the Effects related pages in the Global menu. If 
you were only playing one Preset at time (say live from a controller 
keyboard), then you might want to set up your Presets so that they 
referrence their own effects, since only one sound will be playing at 
once.  In this case, you would go to the Global menu "FX Multimode 
Control" and change it from Master FX, to "Preset on Channel 1", or 
whatever channel you'll be playing the XL-7 on.   In this case, the 
effects work the same way, but you can now specify which Preset layers go 
to each send, instead of which tracks in a pattern or song.  Like I said 
if you're just making patterns, don't work about the effects menus in 
Preset Edit, just control your effects amounts for each track from the 
Global menu.<<<
