Thanks for asking the Q about controlling Sonar EQ with E-Mu knobs. 
I did some more research and learned how to do it. (Again, I am 
using Sonar 3, but I assume later versions retained this feature.

1. Enable EQ for the track (if you haven't done so already). 
2. Right click on the EQ parameter.
3. Select Remote Control.
4. Select controller.
5. Twist the knob.
6. Press learn.
7. Press OK
