For all practical purposes, no.

Years ago I discovered one way to do it, but it wasn't very 
practical. As I recall, using remote control mode (via sysex) I 
created a very short pattern (1/16th note, maybe) that when looped 
constantly at a fast speed read the turing of the data know and sent 
out program changes.  It was not worth the effort.

If for some reason, you must have this feature; I could probably 
give you insights into sysex/remote control programming.
