The lowest cost solution for sysex in/out of the PC is a game port to midi adapter, about $10. Don't expect it to keep close timing for sequencers, but for simple communication, it should work. If you have a unit with a usb in/out, you might be able to use it to pass sysex data from the computer to the e-mu, if the evolution doesn't mess it up. My guess is that the evolution usb/midi drivers will not "play" the midi file properly through the evolution to your external gear.
