I love Cubase SX! It\ufffds got a lot of Midi features like Quantizing (also for lenghts), Step designer, Arpreggiator... You can select several notes and change their lenghts, transpose them add or subtract velocities, CC Midicontrolers and much more. The interface is very logical and you get familiar within a few days for basic operations.
