There's some windows 98 fixes that will fix this problem, make sure you've 
got all the USB updates from the Microsoft site.  I use 98se witha MIDIman 
2x2 USB and get super MIDI timing with it.

I think the problem is that win98 (and possibly others) dont handle 
the USB ports in a timing sensitive way. I am under the impression 
that things are better with later versions of windows, sequencers, 
drivers and what-not but I am set up for the moment. Heck, it only 
took me 10 years to upgrade from my last system.
