To access tick 0 with the step editor (record button 3 times) you don't
have to do anything special.  To access it in the list editor, you can
set the track to external, but you can only edit stuff at tick 0, you
can't add.  PS, inserting stuff at tick 1 works as well (i.e. only the
first loop through will it play).

And as far as a 2.5 is concerned, I do have the rights, but
unfortunately, not the time.  Maybe someday when I become independently
wealthy and I don't have to work, I'll have time...
