i live in argentina, in many ocassions you dont have grounded electric 
system, and ive had some problems too, the worst thing in the studio 
generating this kind of problems is probably your computer monitor, mine 
was, and everything in the electric circle i touched was electificated...
i grounded my studio by putting an earth cable to a the water instalations, 
problem resolved -
of course the water instalations must be made by plum... if you dont have 
such recourses you have to put an ordinary construction steel in the earth 
[around 1 meter, at least] and conect your earth cable there.
But i dont know if that is what you ment......
