You can set these in the MIX OUTPUT page in the Global menu.  Also, if you
don't want the XL-7 to send these at all, set each external track to "ext" in
the CHANNEL ASSIGNMENT page.  Then, if you've already saved once with it set
otherwise, go and erase cc#79 (and any other cc# & prog change you don't
want).  Then, when you resave, those initial events won't be there.

I'm trying to follow along here, but I think I'm getting a bit lost.  In the
above situation (if I understand your routing correctly), the XL-7 should be
playing its *basic channel* and your external synths should be playing the
keyboard's basic channel.  If this is not what's happening, let me know.
