There's "Solo Mode" which is a per-layer only thing (i.e. the fact that one layer has solo on has *no* bearing on other channels or layers). Conversely, there's the "Assign Group" which is a way to limit certain things two a limited number of voices. These groups cross both layer and channel boundries. For example, if you have a bass on track 1 and a trumpet on track 2, and you have both of them assigned to Mono Group A, only one note will play at a time, either bass or trumpet. The preset level one works globally for the preset and never gets reset. The layer level one is independent per note per layer, and it gets initialized when you play a note. Note that the only sources for the preset level lag are global sources like MIDI controllers.
