All of the custom case companies will build what you want; none will stock it since a case that shallow and tall is inherently unstable (depends how you distribute the rack gear as well).  I received a quote recently for a 16-space rack that is 10" deep with 2.5" deep lids (a Power-One PSU will fit nicely in the rear lid).  The total was $300 for this case.

I have also looked into getting a rigidized aluminum case built, and it is closer to $400.  If I went this route I might go for multiple 11-space racks and have them interlock:

Feel free to e-mail me if you want more info.  I have bought MANY different brands of road cases over the years and can recommend some of the better ones.  Freight is expensive on these so to find a good and local supplier makes sense.  If cost is no object then just buy from R&R Cases:
