In my case, I already know that my equipment is balanced - I'm really
focusing here on
the cable itself: Do TRS cables, assuming they're being plugged into
balanced jacks on
both ends, always create balanced connections?

Or put it another way: are there TRS cables, that when plugged into balanced
jacks,
create an unbalanced connection? And just to head off one other possible
detour, it's
assumed that the cable is constructed properly. So that's not at issue here.

   I agree - for example, a balanced cable plugged into an unbalanced
input/output does not make the signal balanced. The circuitry has to be
balanced. Look up "common mode rejection" (aka CMR) on google or some other
search engine to get info on how balanced signals work compared to
unbalanced. On gear with balanced I/O you will see the CMR ratio in the
specs.

someone correct me if i'm wrong, but i think it's the pieces of gear
which balance the signal, not the cable.

so all TRS cables are the same
