First off, the item was purchased used and it had been opened by the
previous owner, so it was probably damaged when I bought it, but as I was
new to all things audio, and generally naive in nature, I didn't notice for
a while.

The reason I know its the Kenton is b/c when I have nothing plugged in
except the modular I have 0 noise.  When I plug in the Kenton, suddenly
there is noise.  Plug out the Kenton, noise disappears.  Am I missing
something?

Please be more specific. How do you know it's the Kenton. I'm curious, as I
have sold over 100 of
them without 1 single complaint.
