Hi Eric I have found that the environment cabling on virtual instruments will only work if you have Logic actually playing and the virtual/Classic MIDI option enabled in the MIDI communication page. Example: #1 Create a new instrument in the environment then cable it to both of the Virtual Audio Instruments you want to use. #2 In the arrange page choose the new instrument you created then start Logic running both sounds should be playing.
