That makes it hard to tell. I can always here my drive attempt to load, sometimes very
noisily, even when it fails.
None of the buttons will work until the boot part of the OS has loaded from the floppy. It
has to get past that before anything will happen.
If the floppy isn't seeking at all, the first thing to do would be to check the connections.
On mine the floppy drive light stays on all the time, so I don't know if it really indicates
anything about the status of the drive.
Otherwise, it's hard to tell whether the problem is with the drive or with the controller.
