EMXUTIL booted from DOS does work, as that is how I make SE Update disks. I still format in EMAX first.
But I haven't had any customer come back and say the SE disk didn't work.

means to be quite honest..clueless here...Think I will download EMXUTIL and see if that will fare better than EMXP is on this system as right now EMXP doesn't like my system for some reason
